- The commemorative ceremony was held in Miyagi-Mae Plaza (now the Outer Gardens of the Imperial Palace) to celebrate the 2600th anniversary of Emperor Jinmu's accession to the throne in 660 B.C. The Koka-den, located on the northwest side of the hall, is the largest in the hall, and is a one-story wooden building on stilts, modeled after the Shikikinden and Shinden-zukuri buildings of the Imperial Palace in Kyoto, and is intended to be purely Japanese in style. A 2.4-hectare attendance area was set up in front of the main hall, which could accommodate approximately 50,000 people. After the ceremony, Koka-den was moved to Koganei Ryokuchi (now Koganei Park), where it is used as a visitor center for the Edo-Tokyo Open-Air Museum, which opened in 1993.
