- The city purchased the land and building of a department store that had closed down and operated the business while changing the owner, but the business was not viable. A model was considered to break out of this stalemate and increase the number of people involved while creating a place to live. Only the ground floor was renovated into a complex, the walls were demolished, and an open space was penetrated into the interior.
