The project involved the renovation of 23 "u.s. army houses" built on land adjacent to the u.s. military base (now air self-defense force iruma air base) and the construction of 39 new "heisei houses" that were modeled after the u.s. army houses. the project continues to create a community that fosters communication, including the planning of the layout of streets and plazas.
