The "cooperative self-build" approach to housing construction advocated by Hsieh began with the 921 earthquake in Taiwan in 1999. The construction, which combined a lightweight steel structure that could be transported by hand with locally available construction materials, was also carried out after the 2008 Sichuan Earthquake.
