- Designed as a symbol of the megalopolis Tokyo, this huge building with a total floor area of 380,000 m2 spans three blocks in the Shinjuku New Urban Center district. The central axis of the central park, which includes the council building, the public plaza, the 243-meter-high twin-tower First City Hall, and the Second City Hall, gives the new government building, including the Second City Hall, an overall symbolic character. The proposal (below) was controversial.
