- The shrine was built to worship the Emperor and Empress Meiji, and forestry scholar Shiguroku Honda and others planted trees with an eye to the next 100 years or more, creating a forest as a sacred area. The main approach to the shrine was designed to improve the landscape through the planting of rows of zelkova trees. The establishment of a facility to worship the emperor was an attempt to give legitimacy to Tokyo, which was still in its infancy as the imperial capital.
