- While the inner garden (in the foreground of the aerial photograph) is a place for rituals centering on the shrine pavilions, the outer garden (in the back left) was developed as a place for improving the physical fitness of the people and for the spread of culture. While the inner garden is lined with facilities such as a baseball stadium, the ginkgo-lined street is overlooked by an art gallery that exhibits paintings of the achievements of the Meiji Emperor and Empress, reminding us of the "sainthood" of the Emperor and Empress.
