- This is the city's central cultural complex with a library and multipurpose hall. Each function is arranged around a 33m x 48m festival plaza, which was selected through a public proposal process. The Fureai Hiroba, which is adjacent to the festival plaza across the road, is also planned in an integrated manner. The landscape design is by Onsite Planning & Design Office.
