This project is part of the Tochigi Prefectural Government's Tochigi Sports Park project in Utsunomiya City, which is a "comprehensive sports zone" utilizing the former racetrack and the former Tochigi Prefectural Police Mobile Center. A gymnasium and indoor swimming pool are planned as a PFI project on the site where the Tochigi Prefectural Police Mobile Center originally stood. Based on the concept of "GREENa Tochigi," an "Exchange Hill" was built to connect the three functions of the sports park. From the pedestrian walkway connecting the central area of the park to the Marronnier Terrace on the second floor, a gentle, nature-rich "Exchange Hill" extends two stories high.
