This redevelopment project was planned by the Urban Renaissance Agency as the secretariat of the Redevelopment Council in response to the abolition of the Ministry of Finance's civil servants' quarters and the closure of an elementary school. The 145-meter-high skyscraper is the center of the redevelopment project, with four- to seven-story offices, apartment buildings, commercial facilities, universities, cultural exchange facilities, and other low-rise buildings on either side. The low-rise area is terraced and greenery is planted on the roof so that the undulations of the outer moat and the greenery are continuous.
