In 2005, the bar association and the Japan Institute of Architects (JIA) entered into an advisory contract, and cooperated in the acquisition of land, the formulation of the basic concept and total project cost, and the selection of designers. The exterior walls are made of stainless steel panels with a motif of Hakata-ori dedication patterns and multiple polishing processes.
