It is a complex facility consisting of a theater, an exchange center, a library, a broadcasting station, and offices in the Sosei 1.1.1 district of Sapporo. The site, Sosei 1.1.1, is located at the intersection of Odori Park and the Sosei River, and there are many tourist attractions nearby, such as the TV Tower and the Clock Tower, etc. Studies for development have been conducted since 1990, and this project will be the first large-scale redevelopment in Sosei 1.1.1.
