The laboratory is located in the center of the Research Institute of Technology (RIETI) and was constructed as part of the mid-term facility improvement plan of RIETI. The laboratory is equipped with a large-amplitude shaking table that moves in three dimensions and a large shaking table with high acceleration that can reproduce the shaking of earthquakes around the world. The steel frame of the building has a span of about 27 m and glass screens in the north-south direction.
