- Annex of Portland City Hall. Graves attempted to recover the symbolic meaning stolen by modernism through semantic manipulation of classical forms. The classical triptych of podium, body, and head emphasizes the public nature of the building, which, combined with the fact that it was a large-scale public building, provoked controversy.
