- This plan was proposed in response to concerns about the future paralysis of urban functions caused by the population explosion in Tokyo. The plan aims at a shift from the conventional centripetal, radially expanding urban structure to an urban structure that expands along the linear urban axis of Tokyo Bay. The area between the Imperial Palace and Kisarazu is connected by an expressway, and offices and residences are lined up on a floating island-like artificial ground. Kisho Kurokawa was in charge of the road transportation system, Arata Isozaki designed the government offices, and Koji Kamiya designed the residences.
