- A complex facility centering on a library built on a site facing a shopping street along a road where a general hospital used to stand. The library is a new prototype library that intertwines the biorhythms of Ojiya's history, topography, seasonal changes, and people's memories with the information space, using three architectural devices: "float" = movable furniture including bookshelves, "anchor" = a place where people gather for activities, and "roof" = protection from the deep snow.
