Outline: This public facility has three functions: a library, a cultural hall, and a community exchange center. While the large roof encloses each function, the height of the eaves is kept low to match the scale of the region. Under the large roof, multiple spaces, both large and small, where citizens can stop by, are intermingled and continuous.
