The new library was built in conjunction with the reconstruction of the old Arakawa Library, which had become decrepit, and houses the Akira Yoshimura Memorial Literature Museum and the Children's Plaza. The surrounding area is densely wooded, and the construction of the new library was accompanied by the upgrading of parks, roads, and telephone poles.
