- The building consists mainly of an administrative building, an assembly building, an exchange building, and two plazas, and has the functions of a government office, an assembly, and a place for community exchange. It is intended to be a place that is open to the community by creating a north-south axis and by having each building cooperate with each other through the plaza. The volume to the periphery is reduced by distributing each building.
