The building is sandwiched between the Metropolitan Expressway on the east side. It was designated as a Special Urban Renewal Zone and was built as a social contribution facility for Shimizu Corporation's head office. The piloti on the second floor is higher than the predicted tsunami height to create a disaster prevention plaza for the neighborhood. The second-floor pilotis is raised above the predicted tsunami height to serve as a disaster prevention plaza for the neighborhood. Children's scale playgrounds are scattered throughout the multi-story facilities.
