- A cultural complex built by integrating the functions of a welfare and cultural center and a library, etc. When rebuilding the civic center, which closed in 2015, workshops such as the "Civic Center 100 People Conference" were held to discuss the use and management of the facility, and the mayor and citizens engaged in dialogue. By giving form to these activities, a public building was created that allows citizens to use the various spaces as they see fit. A circular atrium space, "Vertical Way," runs through each floor.
