The building is a combination of a government building, a library, and an exchange facility. all four sides of the building are constructed with externally insulated columns to support horizontal forces, and openings are provided in the perimeter to allow natural breezes to enter through the gaps between all the columns. the building is designed to save significant energy by maintaining heat in a thermal storage unit at a moderate 24-hour temperature, while radiant heating and cooling pipes are embedded in the perimeter wood-framed columns to guide human activity near the windows. The building is also designed to direct human activity to the windows.
