A reorganization and development plan that aims to create a mixed-use, compact regional center by relocating suburban hospitals and schools to the city center with convenient transportation. The "Active Link," a circular aerial walkway, will be located in the center of the newly created I block, connecting each building. Daiwa House Industry Co., Ltd. acquired the site of the former Shimono-horo Municipal Housing complex in 2018 through a public proposal-based sale competition conducted by the City of Sapporo. The site was sold to a private operator after infrastructure development.
