- This is the first phase of tokyo torch, in which four buildings ("tokiwanbashi tower" (building a), "torch tower" (building b), "substation building" (building c), and "sewerage bureau building" (building d)) will be constructed by fy2027. the phased reorganization of the site is planned while keeping the infrastructure functions of the substation and sewerage bureau on site in operation. the substation (building c) is located in the basement of the plaza, and its functions were renewed at the same location for the reorganization.
