This is a public-private partnership (PPP) project implemented by the Tokyo Metropolitan Government and Sumida Ward, aiming to create a lively atmosphere and improve disaster prevention. On a site along the Sumida River leased by Hulic from the Tokyo Metropolitan Government and the ward for a period of 50 years, a complex of lively facilities was constructed, including a hotel, a waiting area for the Tokyo Metropolitan Government's water bus, and a child-rearing plaza for the ward.
