- The Civic Hall was reconstructed in Kamaishi City, Iwate Prefecture, which was damaged by the tsunami that followed the Great East Japan Earthquake. It consists of an urban plan that draws people from a large-scale commercial facility built on the site of a nearby steel mill unloading yard to a shopping street through a semi-open-air plaza covered with a large roof, and an architectural plan that constructs a flat-roofed hall seamlessly connected to the plaza. In view of the soaring construction costs in the affected area, the ECI method was introduced.
