A local designer was awarded the design work by bidding for the renewal of the existing facilities in Toyooka City, Shizuoka Prefecture, as part of a municipal merger. A local designer was awarded the design work through a bidding process, and the subsequent drafting of the design was widely shared with residents and the government. It is a single-storied building of about 100m in the east-west direction, and has a multipurpose hall, meeting rooms, a kitchen, and a medical checkup room for civic activities and events with childcare support facilities.
