Outline
This is a public-private partnership project by Toshima City to utilize publicly-owned land for urban development. The former site of the ward office will be leased to a private company on a fixed-term lease (76 years and 6 months) for the construction of cultural facilities such as offices, a hall and a cinema complex (image under consideration).
