A base for the reconstruction of the fishing industry, built on the former site of a community center on the beach damaged by the Great East Japan Earthquake. A beach spreads in front of the building. The building has a simple steel-frame Rahmen structure and a wooden roof with a wavy shell structure to reduce its height and allow it to be used for various purposes.
