- A photovoltaic power plant and an environmental education facility were planned to utilize a former factory site that was closed in 2006 and had become idle land. Since the facility has a high public interest as a base for environmental education, regional revitalization, and disaster prevention, the project was carried out under the PPP (public-private partnership) method, in which the government and companies collaborate. The facility is operated by the Community Support Council of Tsurugashima Daini Elementary School District, a specified non-profit corporation.
