The municipal library is located in front of Shirakawa Station in Shirakawa City, Fukushima Prefecture. In addition to the library functions, it has a multipurpose hall, conference rooms, and an incubation room. The library is a large, pillar-less, two-story atrium with a large roof extending from east to west. It is composed of a steel-framed tension-beam roof and a reinforced concrete Rahmen structure with earthquake-resistant walls. Two ceilings with different curvatures are joined at the southeast part of the large roof, which is open to the public.
