Located on the east side of odawara castle ruins park, facing the moat of odawara castle park, it was constructed as a new center for culture and the arts in odawara. in addition to the hall function, a plaza, a deck, a sightseeing exchange center, and other spaces for events, as well as an east-west passageway running through the site connecting the west side of the moat to national route 1 (east side), were provided to serve as the axis of flow lines for the community.
