The higashihiroshima art and culture hall "kurara" (designed by hisao kayama design institute) will be built across saijo central park. both the museum and the cultural hall are open on the ground floor and connected to the park. the first floor of the museum is fully open, and the second and third floors have multiple windows opening to the outside.
