The city acquired the commercial facility, which opened in 1993 and was closed after all tenants left in March 2015, and turned it into a complex facility that includes city hall, welfare facilities, and sports facilities. More than 4,000m2 of floor space was reduced from the existing building to reduce costs and make it suitable for the size of the city's population.
