The project is a private-public finance initiative (PFI) facility planned on a site in the park facing Otsu-dori, on the northeast side of Meijo Park where Nagoya Castle is located. Otsu-dori is an area where the prefectural government, city hall, national hospital, universities and other facilities are located. As part of a project to create a lively atmosphere along the street, Nagoya City has been promoting the utilization of urban parks, and this project was realized.
