This facility was built as an annex to the Mie Prefectural Sun Arena, which is located on the northwest side of the site, for the media representatives of the Ise-Shima Summit held on May 26 and 27, 2016. Construction began in November 2015 and was completed after five and a half months of work. After the summit, the building was opened to the public for two weeks, and the demolition was completed at the end of October.
