This project was planned as part of the commemorative projects of Seibu Railway, which celebrated its 100th anniversary. Seibu 4000 series cars manufactured in 1989 were converted into sightseeing trains. The exterior of the train represents the four seasons in Chichibu and the water of the Arakawa River. The interior design is based on the themes of "cave" and "ravine," and uses persimmon tannin from Chichibu and Nishikawa wood from Saitama Prefecture that has been treated to make it non-combustible.
