With the merger of the three cities and towns of Tsubame, Yoshida, and Bunsui in 2006, a plan was made to construct a new government building in the center of the newly born city for the purpose of improving citizen services by consolidating and streamlining administrative functions and strengthening the functions of a disaster prevention base. It was intended to be a base for future urban development. The aim of the project is to create a lively city hall with "four garden sides". The "Fureai-no-En-Side", a place for interaction between citizens and administration, can be seen through the glass curtain wall, and the "Nigiwai-no-En-Side", which can be used for events and in times of disaster, has a deck between it and the south square.
