A public facility complex with one basement floor and eight stories above ground and a total floor area of 50,700m2, built on the former site of the Tokyo Gas Research Center. It will house the Shibaura Konan District General Branch Office, the Consumer Center, the Gender Equality Center, the Comprehensive Center for Nursing Care Prevention, and the Minato City Sports Center. The First Energy Center Building will supply electricity, heat, and other energy based on the building's needs. A total of 470m3 of lumber selected from 76 municipalities that have concluded agreements with Minato Ward is used for exterior louvers and interior materials.
