This is a campus redevelopment project as part of the educational environment improvement project for the 125th anniversary of the university in 2016. The library, with a capacity of 1,000,000 volumes and 1,000 seats, is the core of the university complex, which also includes the university headquarters. The building is located adjacent to the Agricultural University Forest, which consists of preserved trees over 20 meters high, and aims to unite the building with the forest. On the west side of the building is the new Tokyo University of Agriculture Setagaya Campus Building No. 1 (1204).
