This is the first building to use the "multilevel road system," in which a road and a building are developed as one. The road penetrates beneath the building, enabling urban development without dividing the city. The building is 247 meters above ground and is a high-rise complex containing offices, conferences, shops, residential units, and a hotel. On the ground level raised above the road, an oval plaza is set up for people to gather and to receive access from the surrounding towns. As a catalyst for the International New City concept, the surrounding area will be developed in the future.
