This is a reconstruction of the old Civic Hall, which could not be used due to the Chuetsu-oki Earthquake. It consists of two halls (large and small) and a citizens' lounge. It was planned as a core facility to support citizens' artistic and cultural activities in the area connecting the station and the old city. The citizens' lounge can be used even when there are no performances.
