A complex facility adjacent to JR Owari Ichinomiya Station that includes a library and childcare support center. The east side of the station square and the west side of JR Owari Ichinomiya Station can be seen, connecting the city. The exterior walls are made of perforated aluminum folded plates. Various internal functions can be glimpsed through the gaps between the first-floor concourse, which runs east to west, and the third-floor Civic Terrace, which is a continuous space.
