The new Central Library stands on a site bordering a park. The exterior walls of the existing brick warehouses of the former army are retained, and a new reinforced concrete volume is built through them. Structural reinforcement is provided on the inside of the exterior walls, and the roof is a void slab. A part of the exterior wall is incorporated into the interior.
